E1: PKG: When Building a Full Package the Setting for F9603.phpkgdeffut1 Does Not Change to 2 and Remains 1 Which Causes Issues on the Web Development Client

Symptoms
After building a successful full package, the package will not install on the Web Development Client. Troubleshooting found that the value for phpkgdeffut1 in the F9603 (System - 920) was still set to 1 which the process interprets as expecting a local database.
If phpkgdeffut1 is not set to 2 when the package builds, then the CLIENT record in the F98825 (Package Deployment Scheduling) is not getting inserted and users cannot log in.
Question is why the package build is not setting the F9603.phpkgdeffut1 to 2 causing the CNC to manually make the change.
