E1: 43: P.O. Receipts Are Not Being Processed By Evaluated Receipts Settlement (R43800)

Symptoms
In one branch plant, Evaluated Receipts Settlement (R43800) is failing to run for orders that have entered Receipt Routing. There are 341 PO Receiver (F43121) records which have been moved to stock with Receipt Routing (P43250) but were never processed by Evaluated Receipts Settlement (R43800). All of these records had the Evaluated Receipt Flag (F43121. AVCH) set to "I" (Receipt transaction is in process). It appears that the records were not processed because the data selection is looking for records with Evaluated Receipt Flag (F43121.AVCH) set to "Y" (Eligible for evaluated receipt settlement processing)
The client has not reproduced the issue with a single order in their test environment, but they have observed the following:
- There are 341 PO Receiver (F43121) records which have been moved to stock with Receipt Routing (P43250) but were never processed by Evaluated Receipts Settlement (R43800).
- When they attempt to rerun Evaluated Receipts Settlement (R43800) they see errors such as:
