Where does JDEQUEUE_API_Active_Queue_Kernel() API reads its value from and is QKActive parameter still valid in JDE.INI under [NETWORK QUEUE SETTINGS]?

Business functions like B9861107 and B9861103 call the API 'JDEQUEUE_API_Active_Queue_Kernel()' and where is this API getting the return value?

From document E1: UBE: QKActive Is No Longer an Active Setting in the JDE.INI (Doc ID 626233.1), it indicates that QKActive is no longer active. Should this parameter be removed from the JDE.INI?
