E1: UBE: Few Custom UBEs Are Not Launched for Specific Users, When Trying to Run UBE Reports on Local Windows Fat Client & Jde.log Shows Error Code 'JDB9900557'

Symptoms
When few specific users try to run custom UBEs (Universal Batch Engines) /Batch Reports on local windows development machines (a.k.a Fat Clients), the UBEs do not get launched successfully.
The UBEs run fine for most of the users. However few users are not able to launch the UBEs locally. After a user overrides the location of UBE to local and submits the UBE, nothing happens and user is returned to the batch versions screen. No UBE window appears, no UBE process task icon in status bar appears and no UBE output in printqueue folder is created.
Local jde.log has below error messages:
This issue can be replicated using below steps :
- Login to a windows development machine (a.k.a. fat client) with the user id which is identified to have problem.
- Type BV in fast path to open Batch Versions application.
- Enter name of the custom report in Report name field and press 'Find' button to display list of versions.
- Highlight any version and click on select button.
- Click on 'Advanced' form exit button.
- Select 'Override Location' checkbox and click OK.
- Click on 'Submit'.
- On Select datasources screen, select the 'LOCAL' datasource and click OK.
- Select appropriate destination(e.g. On Screen) and click OK.
- Notice the UBE does not get executed.
- Repeat all the steps above but with a working user id in step 1, to notice a successful ube execution.
