E1: ORCH: Orchestrator Monitor Throwing "No Preferences Found Exception"

Symptoms
Customer just updated Tools to 9.2.7.3
Running Orchestration Monitor P980060X for the first time will throw "No Preferences Found” exception.
Running P980060X will first try to load user preferences for the user via REST API call, if the preference is not found in F98950 (User Overrides), it will add the record. But since 9.2.7.3, all REST API calls are logged, preference not found is logged as an exception. Other applications that allow user preference will throw this exception when running for the first time as well.
Running P980060X the next time will not throw the error again. If the user doesn't have read/write permission on the table F98950, the app will continue to throw an exception every time the app is run by that user.
STEPS TO REPRODUCE

1. Verify there is no record in F98950 for P980060X and the user
2. Run P980060X
3. See the new exception on screen
Note that once the exception is logged in F980060, it will appear in P980060 and P980060X. To remove it, use P980060 to delete.
