Symptoms

When password expiry notification is enabled, the email notifications work correctly, but for disabled users they still receive the password expiry notification email as see as follows:

Steps to reproduce:

  1. Have a user disabled.
  2. Enable password expiry notifications.
  3. The disabled user will receive a notification about their password is about to expire.
