E1: 31B: Requesting to Set a Hard Error if User Enters 'To After Actuals' as Zero in Operation Search - P31B94 for a a MOVTTV (T2T) Operation (Doc ID 2953569.1)

Currently, P31B94 Operation Search for a MOVTTV (T2T) operation is not capturing operational loss when entering TO after actuals as zero.

Customer is asking to set a hard error if user enters To after actuals as zero.

Steps:

1. In P31B94 create a MOVTTV (base operation T2T) operation. Select 2 from Vessels and move full quantity of Vessels. Select one empty To vessel and click on calculate move.
2. Select first movement and enter To after actuals as 0 and verify the operational loss. Operation loss should be total to after panned volume but its showing 0. Click on save and close to save the operation.
3. Back in P31B94, find that MOVTTV operation in Operation search and click on view operation. Verify the movement and total operational loss and its still showing 0.
