Symptoms

The R079440 in Detail or Summary is ignoring the dates entered in the processing options.

Steps:
1. Verify F079440 Prevailing Wage Transaction History is populated and reference work dates.
2. From R079440 either version set processing options to 11/01/2019 to 11/30/2019 and submit. Review output. The dates are printed in the header but are not used in Data Selection.
