E1: ORCH: Notification Based on Watchlist is Getting Delivered Whenever it is Executed (Doc ID 2955169.1)

Symptoms

Created a notification based on a watchlist to notify the subscribers about any open items depending on the watchlist count. Subscribers are expecting to get the notification only when there are open items but they are getting the notification, whenever it is executed, even if the watchlist count is zero.

Steps to replicate:

1. Create a notification based on the required watchlist
2. Add the required subscription
3. Update the data so that the watchlist count shows '0' for the specific watchlist
4. Use the Test button under the notification to execute the notification with "Dispatch Notifications" enabled
