E1: 77: After Applying Vertex's Feb 2023 Monthly Tax Update, Canadian 'Additional Tax", In Canadian Tax Info by EE (P770105), No Longer Calculates With A Cash Benefit DBA (Doc ID 2959994.1)

Symptoms

After installing February 2023 Vertex update, the 'Additional Tax' amounts in the Federal tab of the Canadian tax Info by EE JDE application are not being applied for employees who are marked as EI/CPP/QPP Exempt and have a Cash Benefit DBA for pay.

Steps To Duplicate:

1. Create a Cash Benefit DBA (P059116)
2. For the new Cash Benefit DBA above, go to row exit to Tax Overrides and add Tax Exemption for CC and CD
3. Attach to a Canadian Employee (P0801)
4. On The EE update Tax Overrides with exempting EI/CPP/QPP Exempt, set Additional Tax to 500.00, other amounts are zero, E1 Rate code can be set to UO2, the rate does not impact this since it is exempt, and the checkbox "override federal net tax credit to zero" box.
5. Create a test Interim (P07210I) create 2 lines for 1.00 and -1.00
6. Click the purple calculator
7. Go to Row Exit and review Tax Details and notice the 500.00 is not included.
8. Repeat the interim test, but check the box "do not calculate DBA", and enter in regular pay 1.00 in and -1.00 out, click calculator, go to tax details, and noticed it now includes the 500.00 additional tax.

Issue occurs after applying Vertex, 3rd party Payroll Tax Software,  February 2023 monthly tax update.
