E1: OMW: UBE Version Fails With 145J / 47 / 138F on Promotion Though Set Up Is Correct Per Doc ID 639392.1

Symptoms
Trying to promote a project to PY and getting error 145J going to status 26.
Based on the errors in the jdedebug.log, there should not be an issue as the errors reference setting up the P00948 with a release for Central Objects - PY have already been addressed per steps in document E1: OMW: Unable to Add, Check-in or Promote Versions in OMW Error "Cannot Fetch Release Level for Data Source Versions" (Doc ID 639392.1).
Steps:
1. In OMW add UBE version to project at status 21.
2. Click Advance Project icon. Type 26. Click OK.
