Symptoms

 On the P43280 (PO Approval Delegation) requesting that authorized users can set up delegations with effective dates so that specified users can switch PO approvers for another approver to act on behalf of the original approver for whatever reason (e.g. out of office).  All the while the user who has delegated those actions still has the possibility to approve themselves if checked to do so.
