Symptoms

When running the Resolve Outbound Inventory Agreements program (R42I40) to attach agreements to existing sales orders for Outbound Inventory Management (OIM) processing, the report shows no data and the Work Center says the program completed successfully, but OIM Agreements are not added to the sales order.

The issue can be reproduced at will with the following steps:
1. Create sales order without OIM via the R47011 or P4210.
2. Run the Resolve Outbound Inventory Agreements batch program (R42I40) to attach agreements to existing sales orders.
3. The report shows no selection and work center says completed normally, but the OIM agreement is not attached to the sales order.
