E1: UBE: Virtual Batch Queue (VBQ - P9655) Setup Not Working As Expected - When One Server(Ex: Batch 1) is Shutdown It Still Attempts to Submit Jobs on Batch 1 (Doc ID 2972903.1)

Symptoms

Virtual batch queues are configured over two servers Batch 1 and Batch 2. The batch queue for these servers are active in P9655 (Work With Virtual Hosts).

While submitting the jobs, the jobs are getting submitted successfully to both the queues based on the load. However when Batch 1 is shutdown, the system is expected to submit all the jobs on batch 2, but here it is still trying to submit some jobs on Batch 1 and it is failing.

During this issue, it is noted that when Batch 1 is shutdown, both the queues are still active in P9655.  

This issue happens with both Fat/Web Development client and Web Client as well.

Steps to Replicate:

1. Setup Virtual Batch Queue over two servers Batch 1 and Batch 2. For more information on this, refer to E1: UBE: Virtual Batch Queues (VBQ) in E1 9.2.5.x And Later - What Are They, And How Does One Set Them Up? (Doc ID 2748939.1)
2. Make sure the batch queue for these servers are running in P9655 (Work With Virtual Hosts)
3. Make sure both the Servers are running as well
4. Start submitting jobs, at this point all UBEs are getting submitted successfully
5. Shutdown the Batch 1 server
6. Some jobs still goes to Batch 1 server and fails
