E1: UBE: 17: R17321 Amortization Workfile Generation or Custom Copy of R17321 Ends in Error Status When Executed on Large Data Sets with UBE Log Errors OCI0000179 & ORA-12599

Symptoms
Standard JDE Reports such as R17321 (Amortization Workfile Generation) or Custom Reports which are created as copy of these reports end in ERROR status when viewed in Submitted Jobs-Submitted Job Search application(WSJ ). This issue occurs only when the reports are executed over a large data set such as 80,000 records or more. Reports used to run fine before and this behaviour is observed after a recent Database upgrade to 19C.
