Symptoms

When an item uses a non-blank location as primary and it has zero on-hand quantity, Supply and Demand (P4021) will not display the On Hand Balance Record Type. This occurs even though Bug 34936963 is applied.

Steps
1. Create a new record in the Item Master (P4101).
2. Create an Item Branch record (P41026); when the system calls the screen to create the primary location, enter a value in the Location field.
3. Without first adjusting inventory for the item, inquire on it in Supply and Demand (P4021). Notice that the system does not display the On Hand Balance Record Type but rather only the Available to Promise Record Type.
4. Test the issue where a new item is created with a blank primary location; notice that Supply and Demand (P4021) displays the On Hand Balance Record Type.

Changes

The issue started after upgrading to Release 23.
