E1: GRID: Decimal Point Separator Changes To Comma Separator When Importing From Excel (Doc ID 2988550.1)

Symptoms

 When importing from Excel, the decimal point separator gets changed to comma separator.

Steps to Reproduce
1. Change User Language is set to Non English(Say French) OR Locale of Weblogic Server to Non English where decimal separator is Comma(,) eg French
2. In User Profile Revisions, Change Decimal Format Character to Period(.)
3. Import any excel file with numeric values to Grid
4. Notice that userprefrence is taking preference in formatting numeric values in preview grid

Changes

 Update to Tools Release 9.2.7.3.
