Symptoms

While attempting to build a BSSV package on a Windows 2019 building machine, the build fails during the Jar files inflating with "java.io.IOException: There are no more files" error.
In case the same BSSV package is attempted to be rebuilt, the error is reported for another Jar file which was inflated successfully in a previous attempt.

Every time the BSSV package is attempted to be build, the number of the inflated Jar files vary drastically.

The same BSSV package is successfully built on a Windows 10 building machine.

The following error is reported in Unjar_BusinessService.log:

Steps to replicate the issue:
1. Assemble a BSSV package
2. Submit the BSSV package
3. The BSSV package build fails with the above error
4. Try to build again the same BSSV package and notice in Unjar_BusinessService.log that the number of the inflated Jar files is not the same and the error is reported for another Jar file which in the previous build attempts, was successfully inflated.
