E1: 07S: Colorado SUI R89078306 Format Has Changed To ICESA and Missing File Layout Requirements

Symptoms
The Colorado State Unemployment Insurance (SUI) quarterly report (R89078306) will error as it appears the file is in ICESA format. The format is missing 4 components. Position 210 - 214 are missing and instructions state if 3 of those are blank it will cause a “fatal error”. Although we found the fourth one, the officer field, we had to provide an “N” or it would error as well. Blank was not allowed. Which would indicate they are all mandatory and require a value.
Steps To Duplicate
1. Process Payroll for a Colorado Employee in 2024 through Final Update (P07210)
2. Run the Colorado SUI quarterly report R89078306
3. Notice on text file The format is missing 4 components. Position 210 - 214 are missing and if submitted to the Colorado State Government, it will fail with “fatal error”.
