Symptoms

 For a work center with machines that cannot be run at full capacity, due to limited number of employees, what setup would allow for 1 of 5 machines to always be idle (no resource units) due to only 4 employees to run the machines? 

For example, have 5 machines, run by 1 person at a time, with a total of only 4 total people to run those machines. They work 8-hour shifts so there is a total of 32-man hours and each machine can be scheduled for a max of 8 hours per day.  

Business requirement is to plan capacity of the five machines as a unit, not separate work centers.  If must use five work centers, how can they be combined (dispatch group) for capacity planning?
