E1: 07: Pre-Payroll (R07200) Calculates PA State Income Tax for Travel Pay Type for Employee Residing in PA and Working in NY (Doc ID 3015978.1)

Symptoms

When a timecard is entered with one line with a Lump Sum amount for Pay Type 39 for an employee who resides in PA but works in NY, Pre-Payroll (R07200) calculates Tax Type F State Income Tax for Work Tax Area 39 (PA) and Tax Type F State Income Tax is not Excludable.

If the Pay Type 39 paired on a timecard with Pay Type 1 (Regular Pay), Tax Type F (PA State Income Tax) for Work Tax Area 39 (PA) is as expected with all earnings Excludable and no tax State Income tax calculated for PA.

Steps to Duplicate:

NOTE: All data referenced in Steps to Duplicate comes from JD Edwards Demo Database. No actual customer, employee or personal data is referenced. 
  1. Set up employee with NY work tax area (331191990) and PA Residential tax area (390953163).
  2. In Work with PDBAs (P059116), Find Pay Type 803 Travel based on Pay Source F Flat Amount.
    1. The Tax Exemptions Page for Pay Type 803 is Blank.
    2. There are no Tax Exemptions.
  3. Using Time Entry by Individual (P051121) enter a timecard for Pay Type 803 (Travel) for Lump Sum Amount of 24.00.
  4. Run Pre-Payroll (R07200) and review taxes:
    1. Tax Type F (PA State Income Tax) for Work Tax Area 39 (PA) has Gross Pay = 24.00 and Tax = 0.74.
    2. Excludable Amount is blank.
    3. Since earnings are in NY, PA state should show $24 as Excludable Amount.
  5. Change the timecard to have two entries:
    1. Pay Type 803 (Travel) for Lump Sum Amount of 24.00
    2. Pay Type 1 (Regular Pay) for 40 Hours
  6. Run Pre-Payroll (R07200) and review taxes:
    1. The Tax Type F (PA State Income Tax) for Work Tax Area 39 (PA) are as expected with all earnings excludable and no tax calculated for PA.
