E1: 07: Update Tax Area Table R07500 Incorrectly Shows Blank for Number of New Geo Codes

Symptoms
Update Tax Area Table R07500 is showing blank for "Number of New Geo Codes" when they do not exist in Tax Area table (P069012/F069016).
Steps:
This test is for Ohio but the state makes no difference. The customer has noted the R07500 has been blank for new geo codes for many months.
1. P0801US National Fiscal Data, an employee is set up for Ohio with work tax area 360410570.
2. P069012 Tax Area Profile, delete tax area 36 for tax type F and tax area 360410570 for tax type M.
3. P05004 set HRGEO to Yes (note that setting this on or off makes no difference)
4. P07500 GeoCoder Report Setup enabled only State Code 36
5. BV run R07500 with processing option with 1 to Update Records (note setting this to 0 to only insert records makes no difference).
Review the PDF and the "Number of New Geo Codes" is blank and the records are not inserted into Tax Area table (P069012/F069016).
Taxes are calculated. The Stub Detail has no description for State Income Tax but it does for the city of Columbus tax type M.
