E1: UBE: Send Message E-MAIL Should Be Sent From UBE Or QUEUE Kernels And Not From RUNBATCH (Doc ID 3028768.1)

Symptoms

"UBE send message" is set to "Send Always send message when UBE completes successfully or ends in error" and customer would like to receive an e-mail for each and every UBE that fails even for the crashed ones.
E-mails should be sent from UBE kernel or QUEUE kernel, and not from the RUNBATCH in order to catch the error in case the RUNBATCH is failing/crashing.
