E1: 31: Revert Changes to P31113 introduced to allow Material Status updates using Issue Code 2 (Doc ID 3029215.1)

Symptoms

When update material status in orchestration JDE_ORCH_CreatePartsListShortagesParent, designed to use application P31113 (B3102270) and Issue type Code 2, zero quantity, material status update, there was a conflict with the code in Bug 26931250 - INVENTORY ISSUES SETS MATERIAL STATUS 20 FOR ITEMS NOT ISSUED, which reported material status as updated for items not issued.  Per discussions with development, the code introduced previously for the orchestration and the code introduced per Bug 26931250 is to be reverted.  

Steps:  

  1. Enter a P13730 work order for parent item.
  2. Attach the parts list containing at least three components for the work order.
  3. Go to P3113 Inventory Issues and report material issues using issues 1/0 type codes 0, 1, and 2.  Use Issue type 2 for a zero quantity material and a material status update.  Verify the inventory issues and material status in P13700 parts tab.
  4. Run the JDE_ORCH_CreatePartsListShortagesParent orchestration with P31113 fix in BUG 26931250 and orchestration fails.
