E1: UBE: Any UBE That is Called From Application (Ex: R09801) Fails to Get Submitted Successfully Error <Could not open F986110R to insert FITYPE_IN submission data> (Doc ID 3037188.1)

Symptoms

After the tools release update in PY environment (to 9.2.5.6 Tools release), any UBE that is being called by the application(Ex: R09801) does not get submitted and below error is displayed on the screen,

"Your Report has not been submitted successfully".

However, the same UBE can be submitted from BV without issues. This issue is with all the UBEs that are getting submitted via application.

The errors in UBE Kernel are below :

 The tools release was updated to 9.2.5.6
