E1: ESU: Web Software Update(P96470W) Not Running R98407 Correctly For Second Environment

Symptoms
When using Web Software Update P96470W, R98407 is not appropriately run for secondary environments. This results in changes not being made appropriately to the secondary environment.
From the summary page of R98407, it shows it's using the Change Tables F969870 and F9698712 from the login environment. However, in reality it seems to be reading these tables from the Target Environment, and these tables are not populated in the Target Environment.
Steps to duplicate:
1. From web JDV920, apply UN8 to DV920
2. Note that DV920.F9698710 and DV920.F9698712 are populated
3. From web JDV920, build a full DV package and deploy
4. Review R98407 that is submitted during the package deploy and note that it generated some objects and took no action on others; tables and indexes.
5. From web JDV920, apply UN8 to PS920 (or PY920)
6. Review PS920.F9698710 and PS920.F9698710 and note that they are empty (same for PY920 tables if UN8 applied to PY)
7. From web JDV920, build a full PS920 package and deploy
8. Review R98407 that is submitted during the package deploy and note that the "Total Changes" are 0, and page 5 has "No Data Selected"
