Symptoms

Currently, a generic, non-customer specific, forecast record is required when using forecast consumption by customer, in order to plan for the customer specific forecast. 

It should not be required to have a generic zero value forecast record for proper planning.  The request is to use the customer specific forecasts, independent of any generic forecast records.
