E1: LDAP: Submitting R9200040 (Synchronize the LDAP and EnterpriseOne Database ) Will Not Synchronize the Records in JD Edwards EnterpriseOne Tables (Doc ID 3057046.1)

Symptoms

When R9200040 (Synchronize the LDAP and EnterpriseOne Database) is submitted to synchronize updated data from LDAP server into the JD Edwards EnterpriseOne tables, the report ends without any error being reported, but the count of the updated records in all the E1 tables is 0 as noted below:

However, the UBE log files shows the following error:

Please note in the line above that a message cannot be sent to PID 2415816 which represents the RUNBATCH process ID.
Also, it has been noticed that the security kernel logs were reporting several times in a row, LDAP search failures due slow connection.

Steps to replicate (in case the issue can be replicated at will)
1. From Batch Versions, submit R9200040 on the security server
2. Wait for the UBE to finish and check the R9200040 output. Notice that the record count is 0 everywhere
3. Check the runbatch log file and the secureity kernels log files and notice that the above errors are recorded into the log files.
