E1: 42: Refresh Inventory Commitments (R42990) Not Refreshing Inventory (Doc ID 3058428.1)

Refresh Inventory Commitments (R42990) Is not clearing Commitments when there are no Sales Open Orders, but there are Open Sales Quotes. When reviewing the Item Availability (P41202) there is a Quantity Committed of 4, even though there is no Open Sales Orders (Order Type SO) in the Sales Order Detail File for the Branch. However there are are 9 open Sales Quote lines (Order Type QO) in the Sales Detail (F4211) file for the Item and Branch.

Steps to Reproduce:

1. Item Availability Inquiry (P41202) shows 4 units soft committed for the item in a specific Branch.
2. Client takes Row Exit to Supply and Demand (P4021).
3. Supply and Demand Inquiry (P4021) shows there are no Sales Orders (Demand) for this item in this branch.
4. The SO Detail (F4211) table shows there are no open Sales Order lines with SO Order Type for the item and branch but there are 9 open Sales Quote lines for the item and branch.
5. Run Refresh Inventory Commitments (R42990) with Data Selection on 2nd Item Number.
6. Report shows the inventory was refreshed in 5 other branch plants but no records were refreshed in this Branch.
