Symptoms

When attempting to start the JD Edwards EnterpriseOne services, they are failing and "DDT0000005 - No F9207 record for Data Dictionary Item" messages for table columns Data Dictionary items are recorded into the logs as noted below:

The same message is also recorded into the PORTTEST log when PORTTEST is run with or without Security Server on.

Steps to replicate:
1. Login on Server Manager Management Console and open the DV920 or PY920 Enterprise Server managed instance
2. Delete any existing logs
3. Start the E1 services and notice that a lot of errors are reported during startup
