This issue is with the application P95921. While using the 'Copy' option in P95921 to create a new user, if you click the OK button with no values in the 'To User' field, it is displaying an error on the screen which says the record is invalid. However, this process it is still adding a record in F95921 table with a blank user ID. This behavior is incorrect, there should not be any new records added to F95921. 

Steps to Replicate:

1. Open P95921
2. Use the "Copy" option to add a new user
3. Click Ok with no values in the "To User" field
4. A error is displayed on the screen "Record is Invalid"
5. Despite the error, a record gets added to F95921 table
