E1: 07: PA LST Tax Does Not Appear To Be Calculating To Full Amount

Symptoms
When using a BW (Bi-weekly) 27 pay period for 2024, the per payroll deduction (PA LST Tax Type K) is calculating at 1.92. At this rate it does not appear that the employee will reach the 52.00 annual deduction amount.
Steps to reproduce:
1. From P07210I process an interim for a PA employee BW with 27 pay periods.
2. Notice the tax detail shows Tax Type K calculated for 1.92.
3. The annual amount should be 52.00.
4. At this rate it does not appear that the employee will reach the 52.00 annual deduction amount.
5. Calculations:
- 52/27 = 1.925925925925926
- 1.92 x 27 = 51.84
