Installing Change Assistant on new Fat Client Server, when trying to run the application the following error occurs:

"Unable to launch the application"

Steps to reproduce:

1. Download ChangeAssistant.jnlp
2. Launch Change Assistant
3. Get the Unable to Launch Error

The Change Assistant log shows the following errors:

Change Assistant is able to launch in other servers.
