E1: 41: Optimization On Location Hold Code Functionality (Doc ID 3062334.1)

Symptoms

As per Bug 35873057 ALLOW INVENTORY LOCATIONS TO BE PUT ON HOLD with respective Doc ID 2992554.1 the application offers the functionality to place a location on hold.
However the functionality is restrictive to some scenarios such as the following example:
A quarantine location (further called Q-location) is setup with a location hold code that is using special handling code = 4. Based on that, operators are able to move inventory to the Q-location and they can for instance receive purchase orders or complete work orders to this location.
If the quality department identifies that there is a defect on the material, they can not directly scrap the material from the Q-location by using P4112 (Inventory Issues). Before booking this transaction, they must move the material to another location without a hold code. Same for adjustment bookings (using P4114 Inventory Adjustments), no one is able to directly book a negative adjustment from the Q-location. Also here a previous inventory transfer is required.
Such examples are happening on a day-to-day base on shop floor.

Therefore the customer would like to add a similar function as existing with P41081 (Allowed Lot Status Setup) for lot hold codes to the location hold code function. This can be a program where customer can define a location hold group, that is then entered in processing options of P4112/P4114. By having this in the processing options, the customer can allow operations to directly scrap/adjust material from a location with a hold code. That will eliminate the current required step to transfer material to a non-hold location
