E1: 46L: License Plate Breakdown not Working if LIPL - License Plate Tracking (Y/N) flag in the P46011 is set to N (Doc ID 3064476.1)

Symptoms

When running the R46171 (Process Pick Requests) for an item in a License Plate branch, if the LIPL - License Plate Tracking (Y/N) flag in the P46011 is set to N for the unit of measure being processed, the breakdown flags setup in the P46095 and P46011 will not be recognized. Full pallets are being broken down when the breakdown flag is set to a 'N' in both tables. This is causing pallets to be broken down during the picking process when the expectation is that the pallets will not be available for picking, unless the full quantity is processed on the request.

STEPS

1. Setup a new item in a License Plate enabled branch using the P4101 and P41026. Setup the UOM conversions as 1 PL = 10 CA and 1 CA = 6 EA.
2. Add a warehouse process group in the category codes of the item branch that contains a picking table setup using a random rule.
3. Using the P46095, setup picking instructions for all units of measure and set the LP Breakdown flag to N.
4. Setup the U/M Definition for all units of measure (PL, CA and EA) for the item. Set the pick breakdown flag to N.
5. Add an inventory adjustment (P4114) for a full pallet of the item.
6. Using the P46L30, add the full pallet quantity to a new License Plate.
7. Add a sales order for 4 CA (less than a full pallet) with a version that will automatically generate a pick request.
8. Run the R46171 to generate a suggestion. No error is received and the suggestion is created for 4 CA, which breaks down the LP.
9. Cancel the suggestion and change the LIPL - License Plate Tracking (Y/N) to a Y in the P46011.
10. Run the R46171 again. This time, the error 3448 is received and the suggestion is not created.
