E1: 77Y: Canadian T4 Boxes Are Not Reporting Correct Amounts After YE-ESU JN21171 (Doc ID 3066927.1)

Symptoms

JN21171 was applied. Testing shows that all the Special Handling boxes have the incorrect $ on the T4.

Steps to duplicate:
1. From P0801 add a new Canadian employee with DBAs 1000, 1002, and 1092
2. From P77100 add a new YE ID, set the version for one employee only.
3. Testing Special Handling for Boxes
     Special Handling for Box 40 is set for DBAs 1092 and 1171
     Special Handling for Box 45 is set for DBA 1215
     Special Handling for Box 71 is set for DBA 9946
4. After running the YE ID the T4 generated with wrong values for Box 40, 45, and 71.
     EE history only reflects records for DBA 1092
     DBAs 1171, 1215, and 9946 should not be listed. The DBAs are not in the EE's F019.
