E1: PKG: Package Build Hangs With No Errors and No Logs Are Being Created (Doc ID 3068026.1)

Symptoms

Package Build does not work when submitted from the Deployment server or a Fat Client, it just hangs and no build logs get generated. There are no errors in the jde.log and there is no Package Build kernel log being created. Only the SvrPkgBuild log is created and it only shows the following messages:

 No changes, last successful package was completed successfully 2 days before.
