E1: 77Y: T4 XML File Fails Validation Against CRA Schema After Applying ESU for Bug 37399500 (Doc ID 3068812.1)

Symptoms

After downloading and applying the ESU for Bug 37399500, the T4 file was created and the latest CRA Schemas were downloaded as well.
The file does not validate against the latest CRA Schema for T4s.

Steps to duplicate:
1. Run Canadian Year End P0781 to generate T4s.
2. Submit Magnetic Media R77501.
3. Validate the XML file generated.
4. The file does not validate against the latest CRA Schema for T4s.
