Symptoms

Notifications fail with "Delivery Failed" when subscribed USER has language setup and there are content translation for the notification.

Notifications are sent to users with Language as Blank.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Create a notification - NTF_TEST
    2. Add translation for the notification NTF_TEST for language S - make sure to add content translation as well
    3. USER has language S in his profile
    4. Subscribe to NTF_TEST with USER
    5. Test NTF_TEST from Studio. Error received:
