E1: 77Y: Year End Header Not Validating Pensionable Max Earnings and Allows Amounts Over Max (FF7105/77100)

Symptoms
For various scenarios involving CPP/CPP2 values in the year-end work file. The key factor for all scenarios/issues is the history containing values above the CRA's max limit of $73,200.00. The system (P77100 and any related business functions) is not validating the pensionable max earnings limit field in the year-end ID header table (F77105 Year End Limits Setup).
**Expected Behavior**
Regardless of what the Tax History shows, the year-end build should only use $73,200.00 as the maximum. Any values printed above this limit are incorrect and can cause unpredictable results, especially if users reset the year-end ID and save adjustments rebuild.
**Affected Areas**
This testing relates to any issues concerning the following CPP/CPP2 boxes on Employee forms:
- Box 16
- Box 16A
- Box 26

- **EI Max Earnings (2024):** $63,200
- **Pensionable Earnings (Max) (2024):** $73,200
Note - All CPP/CPP2, QPP/QPP2 forms (both employee and employer) should be checked for max limit validation.
Steps To Duplicate
1. Ensure you have payroll history for several Canadian employees with CPP/CPP2 tax history details. Have 1 below the max limit, 1 at the max limit, 1 over the max limit (85K), another at (100K), and another at 145K in history for the tax reporting year 2024.
2. Create a new year-end ID (P77100)
3. For Version, ADD new version, add the above employees to data selection, submit the version specs to the server
4. Set in the Processing Information section of the Year-end ID:
E1 max earnings = 63,200
Pensionable earnings = 73,200
5. Submit the build
6. Go to Form Inquiry and view Details for each employee
Those Employees (T4s) whose History has pensionable earnings over the CRA's max limit of 73,200 are not getting validated by the max limit heard settings as expected. This allows box 26 to print with incorrect values above the max which in turn causes numerous issues.
