Symptoms
In Tool Release 9.2.8.1, when deploying a package, no error or failure will be logged even if the deployment fails to copy dlls when those are locked by other processes.
Steps to replicate:

1. Lock one of your JDE dll ( like CFIN.DLL) by having a different processing using it.
2. Deploy a package build
3. Notice that svrpkgbuild.log doesn't reports any issue:
