E1: 46: Incorrect Unit of Measure Selected from Unit of Measure Group (F46096) Processing a Pick Suggestion Using Fixed and Random Instructions (Doc ID 3076810.1)

Symptoms

When creating a suggestion for an item that using picking instructions setup to use unit of measure groups (P46096) and has a combination of fixed and random instructions, the incorrect unit of measure is being used on the suggestion. The unit of measure that is being used is the last entry setup on the P46096 for the largest unit of measure. If using manual planner, when performing the auto-suggest, the error Unit of Measure Unsuccessful (085D) because there is not a unit of measure conversion for the item being processed. If using the R46171, the Lvl 1 unit of measure on the R46171 report is incorrect, but the suggestion is created with a valid unit of measure in the F4611 (just not the correct value).

STEPS
 
1. Setup a new item in a warehouse branch. The item's primary unit of measure should be EA. The unit of measure conversion is setup with only 1 PL = 27 EA.
2. Create a new Warehouse Process Group using the P46093 with new putaway and picking tables.
3. Attach the warehouse process group created to the category codes of the item branch.
4. Setup two U/M Groups (P46096). The first should contain multiple values, but make sure EA is included. The second group should contain multiple values, including PL.
5. Setup the picking instructions (P46095) and putaway instructions that have both fixed and random picking with the unit of measure groups created above.
6. Setup a location with dimension groups and characteristic associated with the random rule. Build the random locations and tiebreakers (R46821 and R46027).
7. Add a new sales order for the item for a quantity less than the full pallet (ex: 7 EA) and generate the picking request.
8. Go into the P4600 and find the request. Take the row exit to manual planner.
9. In the manual planner form, take the form exit for auto suggest. The unit of measure that defaults into the grid is SK. The SK unit of measure is the last entry in the U2 unit of measure group that contains PL. The error Unit of Measure Unsuccessful (085D) is received because no conversion between EA and SK is setup, but this is the incorrect unit of measure that should be used on the suggestion.
10. If a similar test is ran with the R46171, the SK is seen in the Lvl 1 UOM on the R46171 pdf report, but the suggestion is actually created with PL unit of measure, which is incorrect. The warehouse would be picking 1 PL of 27 EA instead of 7 EA.

Changes

This issue started after applying the fix for  Bug 35313323 in the F46096ValidateMinimumInstrQty business function (B4600350).
