E1: SCHED: Why Does Scheduler Not Allow Deletion of Jobs? (Doc ID 626160.1)

Symptoms

When trying to delete a job from Scheduler you select the job and hit the DELETE menu button, you get a error:

There are jobs scheduled for this job that are not at status '01'. These must be purged before you can delete the job.

When trying to purge the individual job under P986110B (Work with Submitted Jobs), the system requires that the job be at a status '01' or '50'. However attempting to change the value to either 01 or 50, results in another error: Invalid Value.
 
Why are you not able to just hit the Delete button to delete scheduler jobs?
