Symptoms
Customer trying to deploy an update package to the enterprise server. Package Deployment UBE R98825D PDF returns internal error 3 .
Errors found in the jde.log:
PKG0000701 - Unable to retrieve status for package TEST on ENTSVR1 because structures aren't initialized or because there were no objects.

Scenario 2
On deploying a server package, the Server Package Deployment UBE R98825D comes back with message "Internal Error 3". AS400 iSeries platform.
Customer built a client and server update package for a business function and when he deployed the package to the server, they got an Internal Error 3. Looked at the package library and it did not have the *SRVPGM which indicates that the function never built on the server. Customer verified at the function location and it was set to a client only function.
