E1: UPGTC: Table Conversion Workbench Won't Start - All Table Conversions Fail - "Unable to Connect to Database" Errors

In this scenario, customer doing an upgrade from EnterpriseOne XE to 9.0 application release level.
DV Upgrade Plan successful and validated. Customer executed upgrade for DV7333 environment to point where it starts to configure DV900 and convert all Business Data tables. On running the Table Conversion workbench, the process stops and at this point they are getting a message window pop up that states :
They looked at JDEPLAN Data Sources and they look correct for the setup to the Enterprise Server, where the TCs will be running.
