E1: UPGTC: Table Conversion Workbench Errors - jdeSpecOpenLocal Completed In Error - JDB9900299 / JDB3100007 / TCE009101 Errors

Symptoms
Customer has successfully performed a Pristine upgrade to a higher E1 application release level coming from EnterpriseOne Xe. In this scenario here they are upgrading from E1 Xe to 8.9, but note that this solution is also valid for upgrading to JD Edwards EnterpriseOne 9.x (9.0, 9.1 and 9.2) application release levels. They are now upgrading the PY prototype environment from PY7333 environment, but during Table Conversion Workbench, all of the tables conversions (TCs) are in failed status.
Several error messages were found in the jde.log.
1) These error messages found below customer would like to confirm if they could be considered normal:

2036/2016 Fri Dec 05 06:24:16.651 jdb_rq1.c1535 JDB3100007 - Failed to get valid table specifications:
2036/2016 Fri Dec 05 06:24:18.794 JDETAMIO.C1321 TAMInitX (c:\peoplesoft\b9\py7333\spec\jdeblc.xdb): Error opening index file "c:\peoplesoft\b9\py7333\spec\jdeblc.xdb" : The system cannot find the path specified. WinErrNum=3.

2) The following is abnormal and probably indicates that the conversion for F00921 failed:

2036/2016 Fri Dec 05 06:24:18.644 dbinitrq.c935 OCI0000144 - Error - ORA-24334: no descriptor for this position
2036/2016 Fri Dec 05 06:24:18.664 jdb_drvm.c832 JDB9900168 - Failed to initialize db request
2036/2016 Fri Dec 05 06:24:18.694 JTP_CM.C942 JDB9909007 - Unable to obtain driver request handle
3) The following was also found in the logs and customer would like to confirm if those messages indicate that the ddtabl ddpkeyh ddpkeyd glbltbl specs were not copied properly:
