E1: WRKFLW: Workflow Modeler Error - Process Is Read Only Because Is Being Edited By Another User (Doc ID 633205.1)

Symptoms

Workflow Modeler is not allowing me to edit CREDLIMIT.  
Steps to duplicate:

  1. Moved CREDLIMIT workflow version 1 to project
  2. Clicked the design button
  3. From the Design Tools tab the status is Inactive
  4. Select Start Workflow Modeler
  5. Receive an error that it's read only because version 2 is being edited
