Symptoms

When a user adds a new blank value to a UDC (User Define Codes) table from an HTML/Web client, the application does not recognize the value until the JAS/Web server is bounced.    Non-blank values are recognized right away by the application.  Why is there a difference between a blank value and non-blank value in a UDC table?
