E1: UBE: Multiple Jobs Running in a Single Threaded Queue (Doc ID 635747.1)

Symptoms

A long running UBE is submitted to a single threaded queue. While it is running, another UBE enters the same queue and begins to process. This behavior is not the way the single threaded queue should work.  UBEs should queue "in line" and only get processed once the running UBE is done (or errors).
