E1: SEC: Row Security on Company Results in Security Violation when Adding Records in the Scheduler - P91300 (Doc ID 637223.1)

Symptoms

When attempting to add a job in the Job Scheduler application, P91300, I am receiving an error message  of:

User not authorized to add data.  Row security violation, user is not authorized to insert data into table.


The jde.log shows the following hard error:

JDB9900899 - Inclusive Row Level Security Violation: JDE attempted an INSERT on column SJCO in table F91300


I have access to all companies in row security (00000 - 99999) so why am I receiving a row security violation in the Scheduler application?
